As geopolitical tensions continue to rise in the Indo-Pacific region, the United States Indo-Pacific Command (INDOPACOM) is leveraging advanced technologies to maintain situational awareness, deter aggression, and support allied operations. Unmanned Aerial Systems (UAS), commonly known as drones, have emerged as a critical tool in this evolving theater. From maritime domain awareness to rapid ISR (intelligence, surveillance, and reconnaissance) capabilities, drones are reshaping how INDOPACOM approaches both strategic deterrence and real-time responsiveness in one of the world’s most contested regions. Government leaders will discuss how drones are advancing INDOPACOM’s mission and delivering strategic, operational, and tactical advantages across the joint force. They’ll explore how UAS technologies enhance surveillance, reconnaissance, and logistics in the Indo-Pacific; the challenges of scaling these capabilities; and their role in joint operations with regional allies. Speakers will also highlight evolving policy, airspace, and cybersecurity considerations, as well as how autonomous drone innovations are shaping the future of INDOPACOM operations.

Ed Barnabas is Vice President and Chief Technologist for Booz Allen’s regional headquarters in Honolulu, Hawai‘i. In this role, he supports defense and national security clients in Hawai‘i, Alaska, Japan, South Korea, Singapore, and Guam.
With over 25 years of experience, Ed focuses on guiding, scaling, and overseeing the regional innovation agenda across key areas such as AI/ML, cyber, infrastructure/cloud, immersive user experiences, and lean digital transformation. Together with his team, they work with customers to develop disruptive technologies and solve critical mission challenges. Before joining Booz Allen, Ed held leadership positions at companies such as URS, SAIC, and Acumen Solutions, Inc.
In Hawai’i, Ed is an ardent technology adoption advocate and serves as a board or committee member at: Chaminade University, Hawaii Technology Development Corporation (HTDC), Hawaii Chamber of Commerce Technology Sector Partnership, Bishop Museum, and Omidyar Fellows. Ed received his MBA in Information Systems & Business Analytics from the University of Maryland Smith School and BA from the University of Maryland.

Chief Warrant Officer 2 Crutcher enlisted as an unmanned aerial systems operator in 2011. While enlisted, he deployed to both the Middle East and Africa. After becoming a technical Warrant Officer in 2021, he deployed again to the Middle East to serve as a tactical unmanned aerial systems technician. His institutional experience includes UAV Operations from Cochise College, Occupational Safety and Health from the University of Alabama, and Aeronautical Science from Embry Riddle Aeronautical University. He currently leads the 25th Infantry Division’s Drone Manufacturing Element, facilitating Soldier-driven technology advancements at the tactical level.
CW2 Crutcher has been married to his wife for over 12 years and has one son. He is driven by his family, has a passion for adventure, and an insatiable professional curiosity. He is deeply committed to expanding his team’s technical skills.

LTC Miranda was commissioned as an Infantry officer through Norwich University Army ROTC in 2007. He has served at tactical, operational, and strategic levels in both operational and institutional roles. His operational experience includes three combat deployments to Afghanistan across three campaign phases. His institutional experience includes roles with Norwich University Studies in War & Peace (SWAP), Georgetown University’s McCourt School of Public Policy (MPM), Georgetown Government Affairs Institute, and the U.S. Army Combined Arms Center. He is currently a candidate for Accreditation in Public Relations with Military Communication (APR+M).
As a Bradley Fellow, he advanced strategic education for the Chairman of the Joint Chiefs' Public Affairs and the Army Staff Office of the Chief of Legislative Liaison. His pursuit of the APR+M integrates public relations expertise with data fluency and Army and Joint operational planning, placing military perspectives in a human context. This approach fosters shared understanding and helps the public appreciate the military’s commitment to national security. LTC Miranda is experienced in conventional, special operations, joint service, interagency, intergovernmental, and multinational environments, building public trust, confidence, credibility, and information advantage. He is committed to lifelong learning, remaining relevant, agile, adaptive, curious, humble, and grounded.
LTC Miranda has been married to his wife for over 15 years and has two daughters. He is driven by family, fitness, culinary interests, reading, heritage, a curious approach, and a growth mindset. His purpose is grounded in the values of family, duty, and virtue, striving to meet the nation’s needs.

LTC Whitney commissioned as an Aviation Officer through the University of North Dakota Army ROTC in 2004. He has operational deployments in both rotary wing and fixed wing aircraft, supporting operations in Iraq and Afghanistan. He is a graduate of the Command and General Staff College.
He has driven modernization by developing new concepts, defining future requirements, and integrating emerging technologies. As Experimentation Chief, he led joint teams in live and simulated environments to identify future capability gaps, directly shaping Army Aviation modernization priorities. At Corps level, his teams designed digital systems to standardize operating procedures and automate administrative processes. Multiple combatant commands now employ these systems. Most recently, he led development of an integrated digital platform giving the operational force, acquisition community, and industry partners shared, real-time visibility of the capability development lifecycle. This platform helps Soldiers receive equipment at the speed of relevance.
