Mr. Holtzman is the Chief Information Officer (CIO); Cyber Assurance Officer; Authorizing Official (AO) and the Senior Component Official for Privacy (SCOP) for the Department of Defense (DOD) Chief Digital and Artificial Intelligence Office (CDAO), with a scope of responsibility spanning all CDAO and CDAO related efforts across the DOD. In addition, Mr. Holtzman is the Authorizing Official for the F-35 Joint Strike Fighter (JSF) Maintenance System portfolio (e.g., Autonomic Logistics Information System (ALIS), Operational Data Integrated Network (ODIN)). In his Previous assignment Mr. Holtzman was appointed as the first Air Force Cyber Highly Qualified Expert (HQE), serving as an internationally recognized authority in the areas of cyber security, program protection planning, security engineering, supply chain risk management, mission and system assurance and resiliency, with technical authority for security engineering, cyber resiliency, systems & mission assurance; engineering resilient systems; and defensive security engineering.

Mr. Holtzman was appointed as the DAF AO for Command & Control and Rapid Cyber Acquisition systems and capabilities. Prior to this appointment, Mr. Holtzman served as the Air Force Chief Engineer for a joint U.S. and NATO aircraft modernization program and a USAF aircraft modernization program, successfully navigating two production decision milestones and served as an appointed Program Executive Officer (PEO) Anti-Tamper Lead.

Mr. Holtzman has 38 years of experience leading change in large scale systems engineering and weapon systems acquisitions in support of the U.S. Department of Defense, NATO, Private/Public Industry and Non- Profit Federally Funded Research and Development Centers (FFRDC). He has participated on numerous senior study group teams at the Office of Secretary of Defense level, including studies conducted by the Joint Chiefs of Staff. He has been recruited for a Chief Information Officer assignment at a publicly traded company and was appointed as the First Highly Qualified Expert (HQE) for Cyber by the USAF. He has participated in technology development, research, and adaption to military systems acquisitions. 

Mr. Holtzman has received over 40 letters of commendation and appreciation for his service to date. Mr. Holtzman is also a Graduate of the MITRE Leadership Development and LeadFirst Leadership programs, and the Harvard Kennedy School Executive Education program – the Intersection of Technology and Policy, and a certified level III Acquisition professional.

Tara Murphy Dougherty is the CEO of Govini, where she previously served as President, leading strategy, growth, and federal client engagement. She has held leadership roles in technology across industry, government, and nonprofits, including at Palantir Technologies and as chief of staff for Global Strategic Affairs in the Office of the Secretary of Defense. Tara holds a bachelor's from Georgia Tech and a master's from Georgetown University. She serves on the Board of Directors of the National Defense Industrial Association and the National Defense University Foundation, and the Board of Advisors for the Reagan Institute’s National Security Innovation Base Program.

Mr. George Lamb is the Director for DOD Cloud and Software Modernization in the Information Enterprise Office of the DOD CIO.  He leads the team responsible for the DOD Software Modernization Strategy and associated Implementation Plan, as well as organizing the Action Officer working group coordinating the strategy across the department. 

Mr. Lamb joined the DOD/CIO two years ago after a career working across the Federal and Civilian technical community.  He was a global staff engineer at Dell advising clients on open network across the US North-East and the Federal sectors.  He also was the Federal Systems Engineer at Nicira, a Silicon Valley startup that invented network virtualization and was acquired by VMware and became the NSX product line.  And he spent 10 years at IBM as a Chief Architect and Technical Systems Manager for the U.S. Intelligence Community.

He is a graduate of Carnegie Mellon University with a B.S. degree. in Pure Mathematics and Professional Writing and from the University of Delaware with a M.S. degree in Computer Science.  He was also an elected director of the Northern Virginia Soil and Water Conservation District.

Jefferson (Jeff) Marshall is a member of the Senior Executive Service and currently serves as the Acting Director for the Defense Information Systems Agency’s (DISA) J-9 Hosting and Compute (HaC) Directorate. In this role, Mr. Marshall is responsible for overseeing DISA’s portfolio of hybrid hosting and compute capabilities and solutions. The HaC leverages industry best practices to drive unification for hosting and compute platforms, create optionality for our customers, and provide hybrid cloud solutions globally to the warfighter to win.  

Most recently, Mr. Marshall served as the J-9 HaC Vice Director, and previously, as the Global Cloud Platform Director at Virtustream-Dell Technologies where he directed global teams, complex public cloud architectures, deployments, delivery services, and operations for government agencies and international customers, including Fortune 50 members, national healthcare providers, and a national train system. He played a pivotal role in transforming his department’s culture from start-up to high performing IT services management operations that excelled at stability, security, efficiency, and most importantly customer satisfaction.  

Mr. Marshall started his career as a soldier and non-commissioned officer in the United States Army, serving for 12 years, including in Desert Storm. Mr. Marshall started his IT professional career with FICO, the credit score company. He next took an IT management role at Regulus, a billing processing provider that at one time touched every penny of every dollar transaction in the United States. At Regulus, Mr. Marshall self-learned computer virtualization and catapulted the company into the era of VMware virtualization and millions of dollars in infrastructure cost savings. When not leading IT organizations, he enjoys an active lifestyle with his wife. They can be found running, playing tennis, or tackling extreme mountain bike trails together.

Dr. Tom Rondeau is the Principal Director for the FutureG Office for the US Department of Defense, serving in the Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)). In this role, Dr. Rondeau is responsible for the research, funding, and execution of programs to advance warfighting capabilities using future-generation wireless technologies.

Before assuming his role as Principal Director of the FutureG Office, Dr. Rondeau spent more than six years as a Defense Advanced Research Project Agency (DARPA) program manager, where he led efforts that challenged and advanced studies in a variety of warfighting domains, earning him the Distinguished Public Service Medal.

Prior to joining DARPA, Dr. Rondeau led the GNU Radio project, consulted on wireless communications problem sets, and worked as a visiting researcher with the University of Pennsylvania and as an Adjunct with the IDA Center for Communications Research in Princeton, NJ.

Dr. Rondeau holds a Ph.D. in electrical engineering from Virginia Tech, where his dissertation won the Council of Graduate Schools’ 2007 Outstanding Dissertation Award in math, science, and engineering.

From AI ethics pioneer to DoD Cybersecurity leader, Chris Harr has been on a mission-driven journey since 2010. Currently, he leads Wiz’s Department of Defense and Intelligence Community go-to market, where he is helping the DoD secure their multi-cloud deployments. Prior to Wiz, Chris was the DoD Federal Sales Director at Hyperscience, and served on their first AI Ethics Steering Committee. In this capacity Chris helped organizations in the DoD and IC adopt artificial intelligence and machine learning to eliminate the time tax associated with mission critical operations. Chris previously worked at Splunk where he helped the DoD increase cyber and insider threat posture. He has also held roles at Hewlett Packard Enterprise and immixGroup. Chris is a past AFCEA DC Board of Directors member, where he chaired the Military IT Awards and AFCEA DC STEM Scholarship. Chris holds a Master’s degree in Technology Management from Georgetown University and enjoys spending time with his family.

Stretch’s career has been marked by success in technical leadership with a robust federal background supporting roles in key positions, such as the Security Services Manager at key DOD agencies, and managing with direct oversight of the Cybersecurity Architecture and Cybersecurity Engineering divisions on the key Mission Partner Environment programs.

 

Stretch focuses on identifying customers’ challenges and designing innovative cybersecurity solutions to solve their complex problems. Stretch’s distinguished career serving in the United States Air Force has supported engineering solutions in theater, supporting both Operation Inherent Resolve (OIR) and Enduring Freedom – Afghanistan.
