Mr. David Wiltse is EUCOM’s Chief Data and Artificial Intelligence Officer (CDAO), leading all aspects of EUCOM data, analytics, and AI digital transformation efforts to enable warfighting decision advantage across the theater.  Before joining EUCOM in 2020, Mr. Wiltse was a Special Advisor to Deputy Secretary of Defense (DSD) Norquist and his predecessor DSD Shananhan.  He advised both on policy issues; led management of the Deputies Management Action Group (DMAG); managed DSD oversight of the joint Warfighting Concept and JADC2; and led the data analytics portfolio for the Deputy Secretary of Defense.  In this role, David was charged with initiating efforts to accelerate data modernization and the expansion of modern joint data platforms to support decision making for DOD leadership. 

Prior to that position, Mr. Wiltse worked in OSD Policy for 10 years as the Chief of Staff for the Assistant Secretary of Defense (ASD) for International Security Affairs (ISA); the Director for Middle East policy; and as the Director for Israel Policy.  In addition to his policy and strategy roles in these positions, he led several major multi-lateral arms sales negotiations for the Middle East, and a task force to resupply the Peshmerga in the early days of ISIS expansion into Iraq.

Before joining OSD Policy, Mr. Wiltse was a Presidential Management Fellow and worked with the USD(I&S) ISR Task Force, the Joint Staff J-3 Special Operations Directorate, the U.S. Mission to NATO, and OSD Policy – Plans.

Mr. Wiltse holds a Bachelor’s Degree from the University of Notre Dame in Economics and Master’s Degrees from Georgetown University and the National War College.  He has also worked in corporate finance for General Electric and is the Chairman of a non-profit dedicated to development in Madagascar – Caring Response Madagascar Foundation (CRMF).

Mr. Wiltse, his wife Andrea, his daughter, Taylor – 10, and son, Jacob – 7, live in Germany.  He is a native of Cincinnati, Ohio.

Sasha Baker is the Head of National Security Policy at OpenAI. Previously, Sasha served as the Acting Under Secretary of Defense for Policy, after being confirmed by the Senate as the Deputy Under Secretary in February 2022. Sasha joined the civil service as a Presidential Management Fellow at the Office of Management and Budget and held key roles across administrations over nearly two decades of government service, including as Special Assistant to the President and Senior Director for Strategic Planning at the National Security Council; National Security Advisor for Senator Elizabeth Warren of Massachusetts and Deputy Policy Director on her 2020 presidential campaign; and Deputy Chief of Staff to Secretary of Defense Ashton Carter. Sasha holds a Bachelor of Arts in Government from Dartmouth College and a Master in Public Policy from the Harvard Kennedy School. She is a member of the Council on Foreign Relations and a recipient of the Department of Defense Distinguished Public Service Medal with oak leaf cluster.
